Dr. Stephen Kay is an Assistant Professor in the Department of Educational Leadership in the College of Education at San Jose State University. He has been involved throughout his professional career in school reform as a teacher leader, school board member, and school administrator.


From 1985 until 1990, he was an active member of his local school board, the Santa Clara County School Boards Association and the California School Board Association (CSBA). He was an elected member of the CSBA Delegate Assembly serving his region in Northern California from 1987-1990. The decisions of Delegate Assembly were instrumental in promoting a reform agenda for school districts across the state.


Stephen has been a school principal at various levels (K-8) for the past 15 years. All of the four schools that he has led have served Title I students. At each school he has taken on the challenge to encourage existing teaching staffs to restructure, reform, and rethink their programs to better meet the needs of the students and promote academic success. At Sylvandale Middle School in southeast San Jose, CA, he worked closely with six other California middle schools in a middle school reform program sponsored by the Carnegie Corporation. The initiative, Turning Points: Preparing American Youth for the 21st Century, was designed to restructure schools to become more responsive to young adolescents. At Scott Lane Elementary School in Santa Clara, CA, he envisioned and implemented a school reform program to support early literacy. The program, 1,000 Days to Success, was established in 1997 at Scott Lane School. The program became a model for the formation of a network of schools dedicated to early learning success. He became the founder and president of the 1,000 Days to Success School Network. He is a founding member of the Technology Information Center for Administrative Leadership (TICAL). TICAL is a collaborative cadre of California school administrators dedicated to using internet based resources and communication tools to support the demanding requirements of school administrators. TICAL is sponsored by the California Department of Education.


He is co-author of articles highlighting his experience in the 1,000 Days to Success school reform program and network. The article, “Every Child Will Read – We Guarantee It!” was published in ASCD’s Educational Leadership in 1999.


He earned his B.A and M.A. from University of California, Santa Barbara, and his Ed.D. from Pepperdine University.
